I came into the UK on a student visa. There was a restriction on that visa: "No access to public funds," meaning I didn’t have the rights and benefits of a citizen. My friends (citizens) had access to student loans, support allowance, etc., but because I wasn’t a citizen, I was not allowed. My friends have subsided tuition fees, but as an international student, I paid 7 times more than the citizens.
When we give our lives to Jesus, we become citizens of a new kingdom – God’s kingdom. With this citizenship we now have access to God’s funds. We have rights because of the price Jesus paid on the cross. We can enjoy the benefits of Heavenly on Earth.
Romans 14:17 ESV
[17] For the kingdom of God is not a matter of eating and drinking but of righteousness and peace and joy in the Holy Spirit.
The benefits of God’s Kingdom can only be enjoyed by a believer IN the Holy Spirit.
It is possible to be peaceful and joyful even in the middle of life’s storm. The Holy Spirit helps us live right.

[13] If imperfect parents know how to lovingly take care of their children and give them what they need, how much more will the perfect heavenly Father give the Holy Spirit’s fullness when his children ask him.”
